Composition > Angles > High Angle

"High Angle" is the name for this kind of shot, because the camera is high. Unless you have a special purpose, you'll want to avoid shooting from above.

Ever stand up and shoot videotape of your kid doing something cute on the floor? The resulting shot is sub-par because you are looking down on the youngster.

Most of the time you want to shoot people at their eye level. It makes the camera a neutral observer. Shooting down on people gives the impression that they are submissive. This is called a "High Angle" shot. While this is a technique advanced users can use to achieve a desired effect--it's not appropriate for general shooting.
